Katy, a strong and sturdy tractor, works for the Highway Department of the City of Geoppolis. Katy works hard and takes pride in her work, whether she is bulldozing dirt in the summer or plowing snow in the winter. Unfortunately for Katy, Geoppolis doesn't receive much snow. But one day a big blizzard blankets Geoppolis and disrupts everyone's day-to-day activities and Katy is the only one who can help dig out the city and restore order.
